The controller of budget (COB) rejected request by the state house, 18 ministries and state agencies to spend more than 47 billion shillings under the emergency clause in the six months ended in december approving only 3.29 billion of the 51 billion request without the mps approval.
DR. Magret Nyakango asked the government to curb its urge to borrow money.
