Addressing officials in Kakamega county, Fernandez Barasa highlighted the challenges faced by counties, notably the substantial debt inherited which have hindered the ability to meet payroll obligations.

Governor Barasa said the National government will seize maintenance of medical equipment with counties assuming responsibilities for the upkeep of this medical equipment starting April.
Governor Barasa also says that the government is struggling with the wage bills. He also said that he came around when the wages were 42% and it has now increased from 42% to 45%.
He also says that the government can not be spending 70% of revenues on staff employment.
Governor Barasa also says that as of April they are getting on board with medical equipment which has been serviced by the National government.
