Speaking on Wednesday, Natembeya expressed concern that despite the devolution of key services to counties, the national government, through the Commission on Revenue Allocation (CRA), has been providing only minimal funding.

The governor argued that the CRA is not legally bound to only allocate the minimum amount to counties.
He made these comments at Town Hall during a meeting with members of the trade and cooperatives committee from the Busia County Assembly, who were visiting for benchmarking purposes.
“Many essential responsibilities affecting people’s lives have been devolved, yet the resources allocated for these functions remain insufficient. There needs to be a collective effort and goodwill to increase this funding,” he stated.
Natembeya highlighted that increasing funding would lead to more development, noting that his administration has made significant progress in major projects despite receiving limited resources.
He also mentioned that his administration has ensured a uniform allocation of Ksh. 25 million per ward, regardless of political affiliations. Additionally, his government has focused on improving livelihoods by funding vulnerable communities through the Nawiri Fund and awarding them tenders.
“This initiative will truly empower our people. The core of leadership is to enhance livelihoods, and that is my focus,” he added.
