When the Teacher Service Commission managed to bring together education stakeholders with a view to looking at and submitting their thoughts on the proposed TSC amendment bill 2024, it was expected that the Ministry of Education either through the Cabinet Secretary, the Principal Secretary or any other Senior Officer from Jogoo House, will be present not even an apology from the Ministry was forthcoming telltale signs that all was not well between the two.
If enacted the TSC amendment bill 2024 would transform the commission into one of the most powerful constitutional bodies under the TSC Act , the Teachers Service Commission employs and deploys teachers and headteachers who manage schools but they are not accountable to the Ministry of Education which owns and finances schools, these differences were duly captured in the Presidential Working Party on Education Reforms which recommended the reduction of the TSC powers.
On disciplining teachers, the TSC wants to have powers to discipline and punish teachers without an independent appeals tribunal in place, stakeholders say this is punitive.
